Welcome to the Gateway Library

More than company formation

Address Gateway has helped entrepreneurs, SMEs and global companies set up in Qatar for over a decade. Forming the company is only the first gate. After that come the licences, permits, approvals and renewals that decide whether you can actually operate. The Gateway Library is where we turn that hard-won, on-the-ground knowledge into free, practical guides you can act on.

Overview

The big picture

Business events are licensed at three levels: the event itself, the company that organises events, and the premises that host them. Civil Defence approves the safety design separately, even in an established venue.

Three licences, three purposes

Event, organiser and premises

  • Event licence: per conference or exhibition, issued by Qatar Tourism (QT).1
  • Organising-office licence: a five-year QT licence for companies that organise events, supervise operations or serve exhibitors.1
  • Premises: Law No. 21 of 2018 also licenses dedicated business-event venues.2
  • The applicant must be an owner, partner or authorised signatory on the company's CR.1
Not settled publicly

Hosting one event yourself

QT's page does not say whether a company hosting its own one-off conference needs the five-year organiser licence, or can apply with the right activity or hire a licensed organiser.1

Practical effect: get QT's written answer first. The cheapest route is often to appoint a licensed organiser rather than buy a QR 25,000 licence.

Safety approval

Civil Defence and safety design

Civil Defence must approve the event's layout even in a licensed venue. Submit at least 30 days before the event; that is a filing deadline, not a promised approval time.3

Beyond the licence

Speakers, exhibitors and goods

The event licence does not cover people's entry status, exhibits at the border or performances on stage. Each has its own authority.5,6,7

Ministry of Interior

Foreign participants

  • MOI handles visit and work visas online.6
  • No dedicated "conference visa" was found.
  • Check each person's actual role: attending, speaking, performing, selling or building stands may need different status.
  • No standard fee or processing time was verified; start early.
Ministry of Culture

Performances on the programme

  • Concerts, shows or cultural performances need an Artistic Event Licence, separate from the QT licence.5
  • The Ministry's FAQ says these go to companies licensed to organise concerts and public artistic events; another listing mentions Qatari individuals. Confirm for your case.5

The biggest open question is who must apply, so ask Qatar Tourism before you sign the venue or sponsor contracts.

To: contact@visitqatar.qa  ·  Subject: Business event licence: classification and applicant
