Welcome to the Gateway Library
More than company formation
Address Gateway has helped entrepreneurs, SMEs and global companies set up in Qatar for over a decade. Forming the company is only the first gate. After that come the licences, permits, approvals and renewals that decide whether you can actually operate. The Gateway Library is where we turn that hard-won, on-the-ground knowledge into free, practical guides you can act on.

Overview
The big picture
Foreigners can own up to 100% of a mainland company in permitted activities, with approval. The government fees are modest; rent, documents and professional help are what drive the real cost.
What the official sources say
Ownership and legal form
Law No. 1 of 2019 allows up to 100% foreign ownership in permitted activities, after MOCI's Invest in Qatar Center approves the application.1
Excluded: banks and insurance (unless the Cabinet grants an exception), commercial agencies, and fields restricted by Cabinet decision.1
A sole establishment is only for Qatari and GCC nationals. Other foreigners use a limited liability company (LLC), which can have a single shareholder.2
MOCI sets no general minimum capital.1
Watch out
The "QR 2,200" headline
Invest Qatar advertises a two-day setup for about QR 2,200.3 The Single Window also lists a QR 5,000 fee where foreign ownership exceeds 49%.4 Neither figure includes rent, translations, document authentication or bank requirements.
Practical effect: get the Single Window's itemised assessment for your exact activity and shareholding before you budget.

Choose your path
Two questions decide your structure: your nationality and your activity.
Regulated activities such as food, health, education or media also need approval from their own authority before the commercial permit. See our other Gateway Library guides, for example No. 002 on restaurants.1

Through the Single Window to the Invest in Qatar Center; no Center fee. Appeal a rejection within 15 days.1
5
Articles and CR
Incorporation document approved by MOCI and authenticated by the Ministry of Justice; CR issued in 2–3 business days.2,8
Premises and operations
6
Pre-approve the office
Get MOCI's Commercial Licenses Section approval before signing the lease. No official rule allowing a virtual office alone was found.9
7
Commercial permit
Lease, completion certificate, address plate, manager's ID; Civil Defence for areas of 250 m² or more.2
8
Establishment card
From MOI with the CR, licence and signatories' IDs; QR 200.5
9
Tax and Chamber
GTA registration is automatic through the Single Window; check your TIN. Chamber QR 500 a year.6,10

Required for foreign investors; banks set their own deposit rules.1,3
Two routes to the CR: register the company first and add premises later, or use "comprehensive establishment" to do both together. On the first route you may not operate or recruit until the commercial permit is issued.7

Start the slowest item first: documents for a corporate shareholder must be notarised, legalised through the Qatar embassy and translated into Arabic. An apostille alone may not be enough.2

Mistake
Why it matters
Choosing a vague activity
Ownership eligibility and required approvals depend on the exact code.1
Applying for a sole establishment as a non-GCC foreigner
Only Qataris and GCC nationals can hold one; use a single-shareholder LLC.2
Signing the lease first
MOCI asks for premises approval before you sign.9
Trading on the CR alone
You cannot operate or recruit until the commercial permit is issued.7
Missing legalisation or translation
Foreign corporate documents need notarisation, legalisation and Arabic translation.1,2
Assuming approval means a bank account or visas
Banking and immigration are separate processes after licensing.3
Ignoring tax until there is profit
Registration and filing apply from the trigger dates; non-registration can cost QR 20,000.6
Letting the CR lapse instead of closing
Closing requires notifying the GTA; expiry does not close the tax file.6
Beware outdated advice: claims that every LLC needs QR 200,000 capital or a 51% Qatari partner come from the old regime. MOCI's current guidance sets no general minimum, and approved activities can be 100% foreign-owned.1
